City of Adrian Called Council Meeting

August 17, 2016

 

The Mayor called the meeting to order at 7:12 pm and asked CM Smith to say the prayer. Everyone stood and said the Pledge of Allegiance.

The Mayor stated, “The first order of business will be to go over the Attorney’s resumes’.” After much discussion the Council decided to have the Mayor draft a contract to be discussed with the council before commencing with the hiring of an Attorney. The contract will be given to the Attorney that has been chosen and if he agrees with the contract then the hiring process will begin. CM Yawn made motion to the intent of the agreement which is stated above with CM Smith seconded the motion and it was carried unanimously.

The Mayor asked to add some items to the agenda that needed to be brought to the attention of the council for information purposes.  CM Yawn stated, “Nothing could be added or discussed to the agenda in a special called meeting, we could talk about it but we could not vote on it.” Mayor stated, “That it is only information that needs to be brought to the attention of the council, but we may need to call another meeting.”  No vote was made to add the information.

Water Ordinances – CM Yawn stated, “That the ordinance that speaks about water in the City needs to be amended. It does not say that they cannot use their private well. We need to amend the ordinance to say anybody that has a living dwelling place in the City must be connected to City water. It needs to state exactly that.”  CM Yawn made a motion that the Clerk drafts the ordinance to amend the old ordinance and add the garbage then send it to the attorney to start the procedures of updating the ordinance with CM Smith seconding the motion and carried unanimously.

Office Hours – CM Smith spoke about Ms. Pam being out for illness and doesn’t know when or if she will be back. “The office at one time used to be closed on Wednesday for a long time. It was changed to be open recently do to the changes of the City. Now, I would like to make a motion that the clerk hours to be Monday thru Friday 8:30 to 5:00 with the office closed on Wednesday to the General public so that she can get her work completed; she is to lock the doors and the police are to come in the back way and Frank and Johnny come in the side door so that she is not disturbed.  Her hours will still be 40 hours weekly except for hours that are out of her control with meetings and such.” CM Smith made a motion to these stipulations with CM Sumner seconded the motion and it was carried unanimously.

Ordinance Violation Notice – We discussed how the ordinance is written, the one that was given the Mayor by the Chief states “By order of Mayor, Kim Adams which puts me inside of some issues that is going to come up.” CM Sumner asked, “If it states the offenses 1st, 2nd, and 3rd with an amount of violation.” Mayor stated, “At this time we do not have the violations in place.”  CM Sumner stated, “We need to go ahead and get our ducks in a row first before we get this started.”  CM Mimbs wanted to know if it includes abandoned vehicles without a current tag. After much discussion CM Yawn made a motion that we table this until we can get our ordinance written up the way that is best for the city and its citizens. CM Mimbs seconded the motion and it was carried unanimously.

CM Hutchinson made a motion that at 8:07pm that we dismiss out of Called Council Meeting with CM Smith seconded the motion and it was carried unanimously.
