ADRIAN CITY COUNCIL MEETING

OCTOBER 10, 2017

 

 Mayor called to order at 6:05pm

CM Smith was not in attendance at the meeting tonight.

Prayer: CM Hutchinson

Pledge of Allegiance: All in attendance

SPEAKERS: Stacey Avery – Audit Report- Did not show up tonight.

Old Business:

            Update: On Knapp building – Mayor was to meet with someone from Dept. of Community Affairs but they did not show up. It was in regards to what we could do with the building historically, or just sell the brick and take the building down. Mayor is to check with Soperton and see what they did and how they went about it with their old buildings.

Update: On DR-4338 Public Assistance and Preliminary Damage Assessments; Mayor stated that the paperwork is coming together to be submitted to the dept.

CM Hutchinson brought up the Christmas Parade and that she would like for it to be at 5:00pm instead of 4:00pm. Council agreed and now the Christmas Parade will be at 5:00pm

New Business:

Approval of Minutes for September13, 2017 Council Meeting: CM Hutchinson made motion to accept the minutes as written, seconded by CM Sumner and carried by all in attendance.

Approval of Minutes for September 27, 2017 Called Council Meeting: CM Hutchinson made motion to accept the minutes as written, seconded by CM ZSumner and carried by all in attendance.

Bank Loan with Citizens Bank:  Mayor stated that the City received the ITAD grant for $50,000.00 and the money was put to the Well Loan which left a balance of 33,000.00. The loan was redone for 7 years at $463.64 per month starting on Nov. 5, 2017.

Bank Reconciliation for September, 2017

            CM Hutchinson made motion to accept the reconciliations for September on all accounts seconded by CM Sumner and carried by all in attendance.

Department Heads

Police Department – Chief Chavis – #1 New Officers recommendation of new hire. At a scheduled meeting with Chief Chavis, Mayor, Kim Adams and CM Zelda Sumner to interview 3 potential Police Officers, two Officers were recommended by Chief Chavis, Officer Raymond Garner and Officer Lisa Ryan.

#2 Employee Hand Book update on Police officers section. Chief requested that the council accept the in Police Officers section for the Employee Hand Book.

Chief Chavis also asked the council for funds to purchase police jacket in the amount of $121.00 to $140.00 estimated cost. These jackets will be for the new officers.

Safety Department – Chief Chavis – Chief Chavis also requested that we go ahead and order the safety equipment that was listed on the grant that we applied for so that we could go ahead and get our money back from the purchase. It should take about 4 to 6 weeks to be reimbursed the monies spent.

Fire Department – Jesse Yawn – CM Yawn gave Fire Dept. report and spoke about all that happen with Hurricane Irma.

Water and street Department – CM Yawn – CM Yawn stated the limp pickup has been completed and a water leak was repaired on Kelly Street/Mill Street. Also, the street sweeper will be able to dump now so we will put it to use sweeping up the streets on 80 & 15.

It has been requested that we clean ditches but we have had no man power. So the Mayor stated that during the winter while we have the prisoner they will be working on ditches. Mayor also stated that she would like anyone that has bad dark spots on their street where children need to catch the bus please let us know so that we can contact GA. Power and see about getting pole with lights so that we can brighten up the streets better.

Recreation Department – Mayor – Trunk or treat on Nora St. for Halloweens, Everyone is invited to participate and be a part of the fun.  Fire Dept. will be excepting donations at City Hall for candy to be giving out.

 AT 6:47pm CM Hutchinson made a motion to go out of Regular Council Meeting for a 10 min. break seconded by CM ZSumner and carried by all.

 At 6:57pm CM Hutchinson made a motion to go into Regular Council Meeting seconded by CM ZSumner and carried by all.

 AT 6:58pm CM Hutchinson made a motion to go into Executive Meeting seconded by CM ZSumner and carried by all.

 Executive Session – Hire of 2 New Part time Police Officers

 At 7:55pm CM ZSumner made motion to leave Executive Session seconded by CM Sumer can carried by all.

 At 7:55pm CM ZSumner made motion to go back into Regular Council Meeting seconded by CM Yawn and carried by all.

 Mayor, “Chris, this pertains mainly to you because you’re the only one that really goes out of town. Unless you absolutely have to go talk to somebody in person, can you make phone calls instead, and limit your driving because I am afraid we will not have enough gas money for you to even make it home if we keep going.”  CM ZSumner, “If you need to leave the city limits of Adrian other than going home and back to work in the police car, then you need to call the Mayor and tell her where you are going and what for, unless it’s a dire emergency.” Chief Chavis, “so if I get a DUI, I can’t take them to jail.”  CM YAWN stressed that as long as it was official police business such as a DUI, then he could.

 CM Yawn made a motion that we hire 2 part time police officers at $10.50 per hour at 40 hours or less each week and inside City limit driving unless driving for pickup or drop off prisoner. CM ZSumner seconds the motion and carried by all.

 AT 8:04pm CM Yawn made motion to adjourn meeting seconded by CM Sumner and carried by all.
