ADRIAN CITY COUNCIL MEETING MINUTES

MAY 09, 2016

 

MAYOR OPEN THE MEETING AT 6:05 WITH PRAYER BY COUNCIL MEMBER SUZANNE HUTCHINSON AND

EVERYONE IN ATTENDANCE PLEDGED ALLEGIANCE TO THE FLAG

Mayor requested that everyone adhere to the rules that she was about to read from the Robert’s Rules of Order. She also stated that only the persons on the agenda will be allowed to speak before the Council. The Mayor began reading the Robert’s Rules of Order.

The first person called to speak with council was Jack Fleming: Mr. Fleming’s discussion was directed to a letter that everyone in the city received in the mail with their water bill.

The Mayor thanked Mr. Fleming for bringing the information to her attention and stated that as a New Mayor she was going to make mistakes and with the help of citizens like him and the council she would be able to overcome and make better discussions.

The second person called to speak was Terra Dixon and she did not show up.

The Third person called to speak was Annie King: Ms. King’s discussion was directed to the water department.

The Fourth person called to speak was Irene Godfrey: Ms. Godfrey’s discussion was directed to the curfew for the children of the city.

The Fifth person called to speak was Zachary Larrimore: Mr. Larrimore stated that he was here to speak about the letter receive with the water bill

CM Suzanne Hutchinson requested that we add Executive Session to the agenda.

CM Jesse Yawn requested that they approve the summary minutes that the citizens gets to read.

CM Suzanne Hutchinson made a motion that for now and henceforth the Council will vote on the summary minutes and add the Executive Session to the agenda. CM Yawn seconds the motion with AIF unanimously.

CM Hutchinson made a motion that they accept the March 22, 2016 minutes with CM Sumner seconds the motion with AIF unanimously.

Minutes for April 4, 2016 were tabled until next council meeting.

General Account: Was approved with CM Yawn making the motion to accept and to clean up the QuickBooks outstanding balances and CM Smith seconds the motion with AIF unanimously.

Water Account: Was approved with CM Hutchinson making the motion and CM Yawn second the motion with AIF unanimously

CM Sumner made a motion that we table paying employee out of the water account until we have further information, CM Yawn second the motion with AIF unanimously

CM Smith made a motion that we Deposit water payment directly into the water account and CM Yawn second the motion with AIF unanimously

Court Account: Was approved with CM Hutchinson making the motion and CM Smith second the motion with AIF unanimously

ECSPLOST: Was approved with CM Hutchinson making the motion and CM Sumner second the motion with AIF unanimously

JCSPLOST: Was approved with CM Hutchinson making the motion and CM Smith second the motion with AIF unanimously

Recreation Account: Was approved with CM Yawn making the motion and CM Smith second the motion with AIF unanimously

Water Savings: Was approved with CM Smith making the motion and CM Yawn second the motion with AIF unanimously

PSA Update- All but four properties sold at the property tax sale. Those properties will be up for sale again next year if no one pays the taxes.

Well Update: CM Sumner stated that the well part is finished and the next group is coming in to lay the pipe the first of next week.

CM Hutchinson made a motion that we donate the old fax machine to the Fire Department with CM Smith second the motion with AIF unanimously

Danny Kirkland: Gave information of things that he can help with our computer software, security, and backup systems. Mr. Kirkland gave a price of $150 per month that the council will discuss and make a vote upon at another time.

Motion made by CM Mimbs and second by CM Yawn and approved CM Hutchinson with CM Smith and CM Sumner abstained of approval for paying mileage for doing city business for Mayor and Clerk.

Fluoride: Council voted with CM Smith making motion to let the people vote in the November election to decide whether or not to have fluoride in the water system with CM Yawn second the motion  and AIF unanimously

Computers for the Administration: Chief Chavis gave report on cost of (2) types of All in One computer and (2) types of laptop computers:

Department Heads:

Police Department month of April dept. issued 6 citations and 5 from an outside agency assigned to Court.

Safety Department month of April meeting was on distractive driving, safety belts, poisoning and how not to fall off ladder. Six people attended the meeting.

Fire Department had 3 first responder’s calls, 2 structure fires, and 5 MVA and the Air packs have come in and they are very appreciative.

Water and street Department is spraying for mosquitoes, he is requesting that people stay indoors while he is spraying.

Recreation Department: Council has voted in Patricia Beck as being over the baseball this year, and we can start ordering supplies for the season.

CM Hutchinson made a motion to send a $50 dollar donation to Red Oak Baptist Church in memory of Frank Pollette, our Judge, Keith Pollette’s father. CM Smith second the motion and AIF unanimously

CM Yawn made motion that we go out of Reg. Council Meeting for a five minutes break at 7:27 pm with CM Hutchinson second the motion with AIF unanimously

CM Hutchinson made a motion that at 7:45 pm we enter into Executive session with CM Yawn second the motion and AIF unanimously.
