ADRIAN MAYOR AND COUNCIL MEETING

MINUTES

August 13, 2018

 

6:07 pm Mayor Kim Adams called meeting to order

Pledge of Allegiance: All in attendance

Speakers:

  1. John Webb- Webb extends an invitation to the Honor and Remembrance of 09/11 to be held on

September 9, 2018 at 5:00 pm at Poplar Springs Church to Mayor and all Council Members.

  1. Ginger Green- Green was discussing finding sand in her washing machine. There was discussion between Mrs. Green, the Mayor, and the Council concerning solutions to resolving the problem. Mayor says we will flush the fire hydrants once a month to see if that works.
  2. Jason Bragg- Bragg discussed the credit card machine and how it would benefit the City to get one installed. He also discussed a printer for the police cars.  We will get more information on the credit card machine, but will hold off on the ticket printer for car.

 OLD BUSINESS:

Approval of Minutes for June 18, 2018 Council Meeting: CM ZSumner made a motion to accept minutes from June 18, 2018, seconded by CM Sumner, carried by CM Yawn, CM Smith, CM Hutchinson.  Motion carried.

Approval of June bank statements:  CM Hutchinson made a motion to accept June bank statements, seconded by CM Yawn, carried by CM ZSumner, CM Sumner, and CM Smith. Motion carried.

3rd Reading and Adoption of Retention Ordinance:  CM Smith made a motion to adopt the Retention Ordinance, seconded by CM Hutchinson, carried by CM Yawn, CM Sumner, and CM ZSumner. Motion carried. The Ordinance signed by Mayor and Clerk.

 

NEW BUSINESS:

Adoption of Agenda for August 13, 2018: CM Hutchinson made a motion to accept the agenda, seconded by CM Smith, carried by CM ZSumner, CM Yawn, and CM Sumner. Motion carried.         

Approval of Minutes for July 9, 2018 Council Meeting:  CM Hutchinson made a motion to approve the minutes from July 9, 2018 council meeting, seconded by CM Sumner, carried by CM Yawn, CM ZSumner, and CM Smith. Motion carried.

Reconciliations for July 2018 ALL ACCOUNTS:  CM ZSumner made a motion to accept the bank reconciliations for July 2018, seconded by CM Yawn, carried by CM Sumner, CM Hutchinson, and CM Smith. Motion Carried.

List of Bills paid in July: CM Smith made a motion to accept the list of bills paid in July 2018, seconded by CM ZSumner, carried by CM Yawn, CM Sumner, and CM Hutchinson.  Motion carried.

Update on sale of Health Dept.: CM Yawn made a motion to retract the bid on the Adrian Health Department, due to lawyer advised having land behind health department surveyed, and including it in the sale of the health department, seconded by CM Smith, carried by CM ZSumner, CM Sumner, and CM Hutchinson.  Motion carried.  

Agreement on a land surveyor: CM Yawn made a motion to take the lowest bid on a surveyor to survey the land behind the health department, seconded by CM ZSumner, carried by CM Sumner, CM Smith, and CM Hutchinson. Motion carried.

Approval of Retention Schedule: CM Smith made a motion to approve the retention schedule, seconded by CM ZSumner, carried by CM Yawn, CM Sumner, and CM Hutchinson. Motion carried.  We will contract with a company from Dublin to shred the first load of paper that has reached its retention schedule, because it will be too much to shred, but after that the remaining will be shredded in office. 

Water Ordinance Review: CM Yawn made a motion to review the current water ordinance and make some minor changes, seconded by CM Sumner, carried by CM ZSumner, CM Smith, and CM Hutchinson. Motion carried. Changes will be made and the Council will

Fund Raiser ball tournament at Swainsboro Recreation Dept.: Clerk Jean is lining up a one day tournament to be held at the Swainsboro Recreation Department to benefit Adrian Recreation Department.

Movie Night at the City Park: Mayor advised once the fund raiser is done we would like to buy a screen, projector, and popcorn machine to have a once a month movie night to be held in the park at no charge to the citizens of Adrian.

Tractor Trailer Ordinance: City lawyer Trey Taylor is working on an ordinance for the tractor trailers parking.

Reschedule September Council Meeting to September 17, 2018: Clerk Jean will be out attending the Clerk’s Certification in Athens, so will not be present. Mayor, CM Smith, CM Yawn, CM ZSumner, CM Sumner, CM Hutchinson all agreed to reschedule.

 

Department Heads

Fire Department ReportJesse Yawn – Total calls from June was 10 calls- 1 Haz-mat, 7 First Responder, 1 tree down, and 1 structure fire.  The total calls in July were 8 calls- 6 First Responder, 1 MVA, and 1 structure fire.

Police Department ReportChief Chavis – In the month of July the Police Department issued 7 citations and took 3 reports.  On August 2, 2018 Officer Steven Cox joined the Adrian Police Department. We would like to welcome him.  The LPR retention schedule and policy is in place and the LPR is up and running.

Recreation Department ReportMayor – Nothing to report

Safety Department ReportChief Chavis – Safety is good. Nothing to report

Water and street Department ReportCM Yawn – We have got to come up with some help for the water department.  The grass cutting has consumed a lot more time than usual. We have not had an inmate worker in 3 weeks. There was more discussion on lack of personnel. CM Yawn made a motion to hire someone out to help Johnny.  All Council Members agreed to run an ad in the paper to hire some help. We will run in the papers in Swainsboro, Dublin, Soperton, and Wrightsville.

 

Council Member’s

 

Suzanne Hutchinson: Trunk or Treat will be held on October 31, 2018. The time needs to be agreed upon. The Council agreed time would be from 6:00 pm to 8 pm. There was more discussion on the activities for the Trunk or Treat.  CM Hutchinson stated “it has been brought to my attention the First Responder truck is not running right and made a motion to give the white car to the Fire Department to use, seconded by CM Sumner, carried by CM SmithCM ZSumner stepped out.  CM Yawn abstained from voting. Motion carried by majority votes.                  

Wynola Smith: We held interviews for a Deputy Clerk and we decided on Felicia Owen. CM Smith made a motion to hire Felicia Owen as the new Deputy Clerk, seconded by CM Sumner, carried by CM Yawn, CM ZSumner, CM Hutchinson. Motion carried.

 

Zelda Sumner: CM ZSumner states she is in agreeance to hire some help for Johnny, but the help we decide on needs to just cut grass. We will go ahead and start taking applications.

 

Larry Sumner: Nothing                                              

 

Jesse Yawn: CM Yawn makes a motion to go out of regular session for a break, seconded by CM Smith, carried by CM Sumner, CM ZSumner, and CM Hutchinson. Motion Carried.  Mayor: It is 7:35 pm and we are going out of regular session for break.

 

Executive Session: Employees

 

CM Yawn makes a motion to go back in to regular session, seconded by CM Smith, carried by CM Sumner, CM ZSumner, and CM Hutchinson. Motion carried.  Mayor it is 8:13 pm are we are back in regular session.

 

CM Smith made a motion to raise Clerk Jean’s pay to $10.00 per hour effective immediately, seconded by CM ZSumner, carried by CM Yawn, CM Sumner, and CM Hutchinson. Motion carried.

 

Mayor read the request for the City of Adrian to lease the Adrian School of Performing Arts.  All council members signed the request.

 

CM Yawn made a motion to adjust Kenneth Sumner’s water bill, due to clerical errors, seconded by CM Hutchinson, carried by CM Sumner and CM Smith. CM ZSumner abstained from voting. Motion carried by majority vote.

 

CM Yawn made a motion to adjourn the Council Meeting, seconded by CM Hutchinson, carried by CM Sumner, CM ZSumner, and CM Smith. Motion carried.

 

 Mayor: It is 8:20 and the meeting is adjourned.
