ADRIAN MAYOR AND COUNCIL MEETING

MONDAY, NOVEMBER 12, 2018 @ 6:00PM

ADRIAN ANNEX, NORA BLVD., ADRIAN, GA. 31002

 

  1. Call Meeting to Order- Mayor Kim Adams: Meeting called to order at 6:05pm.
  2. Pledge of Allegiance: All in attendance.
  • Adoption of Agenda: CM Hutchinson made a motion to adopt the agenda, seconded by CM Smith, carried by CM Sumner, CM ZSumner, and CM Yawn. Motion passed. Agenda adopted.

  2. Public Speakers:
  • Ginger Green- Spoke about an issue she had involving social media.
  • Joan Irvin- Spoke about an issue involving social media.
  1. Adoption of Minutes: October 8th council meeting, October 22nd special meeting, October 30th special meeting, November 7th 12:00 millage rate hearing, and November 7th 6:00 millage rate hearing- CM ZSumner made a motion to accept the minutes from October 8th, October 22nd, October 30th, and November 7th CM Yawn seconded the motion, motion carried by CM Smith, CM Hutchinson, and CM Sumner. Motion passed.
  • Reconciliations: All bank statements for October 2018- CM ZSumner made a motion to accept the bank statements and reconciliations from October, seconded by CM Smith, carried by CM Yawn, CM Sumner, and CM Hutchinson. Motion passed.
  • Unfinished Business:
  • Water Ordinance- 3rd Reading- Mayor Kim Adams read the 3rd and final reading of the revised water ordinance. CM Yawn made a motion to sign and adopt the water ordinance, seconded by CM Smith, carried by CM ZSumner, CM Hutchinson, and CM Sumner. Motion passed. Water ordinance was signed and adopted.
  1. New Business:
  • List of Bills paid in October- CM Yawn made a motion to accept the list of bills paid in October, seconded by CM Hutchinson, carried by CM Smith, CM Sumner, and CM ZSumner.
  • Courtware Contract- Mayor announced that Courtware’s fees will be increasing.
  • GMA Fee Increasing- Mayor announced that the GMA fee will be increasing.
  • LMIG Application- There was a meeting regarding the LMIG project on November 14th. The Mayor and Clerk Jean will attend. Topic will be followed up on after the meeting.
  1. Reports:
  • Department Head Reports
  • Fire Department- Chief Yawn reported that they had 4 first responder calls, 2 wild fire, 5 structure fires, and one MVA. Total of 12 calls for October 2018.
  • Street/Water Department- CM Yawn stated that there has been a settlement with the EPD regarding the landfill.
  • Police Department- Nothing to report. Officer Cox was not at the meeting. He started training for his new job the previous week.
  • Safety Department- Nothing to report.
  • Recreation Department- The Trunk-or-Treat went really well.

 

  • Council Members
  • Wynola Smith- Asked the status of getting someone to help with the dog problem.
  • Zelda Sumner- Asked about landfill prices and picking up the limbs.
  • Suzanne Hutchinson- The Christmas Parade will be on Saturday, December 1st. There will be vendors, live entertainment, arts and crafts, and food before and after the parade.

  • Mayor Kim Adams- Spoke about the meeting she attended at the hospital. The hospital announced it is in the top 25% of hospitals in the nation. They spoke to her about wanting to raise their rating and she suggested sending a mobile unit to Adrian to help the citizens who cannot get to Swainsboro.
  1. Recess Regular Meeting: CM Yawn made a motion to recess the meeting, seconded by CM Hutchinson, carried by CM Sumner, CM ZSumner, and CM Smith. Motion passed. Meeting recessed at 6:40pm.
  • Executive Session: CM Hutchinson made a motion to go into executive session at 6:54pm , seconded by CM Smith, carried by CM Smith, CM ZSumner, and CM Sumner. Motion passed.

CM ZSumner made a motion to go out of executive session at 7:44pm, seconded by CM Hutchinson, carried by CM Smith, CM Sumner, and CM Yawn. Motion passed.

  • Call Regular Meeting to order: CM Yawn made a motion to go back into regular session at 7:44pm, seconded by CM Smith, carried by CM Sumner, CM Hutchinson, and CM ZSumner. Motion passed.
  • Adjournment: CM Yawn made a motion to adjourn, seconded by CM Smith, carried by CM Sumner, CM ZSumner, and CM Hutchinson. Motion passed. Meeting adjourned at 7:45pm.
