SPECIAL MEETING: MILAGE RATE AND BUDGET

Mayor Kim Adams led the Pledge of Allegiance and called the meeting to order at 6:10pm. In attendance were CM ZSumner, CM Smith, CM Yawn, and CM Hutchinson.
Clerk Jean presented the council with the millage rate that was calculated for both Johnson County and Emanuel County. She explained the 3 options that they could precede with, lowering, raising, or keeping the rate the same and the process they would have to go through. The council discussed what they thought and did not come to a conclusion. The council all agreed that they would need to have 3 more meetings on the millage rate and that a time and date needs to be set for them. The council also stated they would need examples of how properties would be affected a week prior to the first meeting so they could make their decision.
Clerk Jean presented the council with the budget, income, and expenses for 2018. The council looked over the figures and compared the differences. Mayor asked Clerk Jean to look more into TIA Taxes, insurance premiums, annuities and state funds. Mayor and CM ZSumner stated they’ll be working on the 2019 budget together along with whoever else would like to help. The council asked Clerk Jean for some more figures to so they will be able to start on the 2019 budget.
CM Yawn made a motion to set up the 3 meetings for the millage rate and to run the rate in the paper after the meetings. CM Smith seconded the motion, carried by CM Hutchinson and CM ZSumner. Motion passed.
CM Yawn made a motion to adjourn the meeting, seconded by CM ZSumner, carried by CM Hutchinson and CM Smith. Motion passed. Meeting adjourned at 6:55pm.
